Arbetet med det museipolitiska programmet har inletts

Undervisnings- och kulturministeriet har tillsatt en arbetsgrupp med uppgift att bereda ett nytt museipolitiskt program. Det föregående museipolitiska programmet Museum 2000 är från 1999.

Arbetsgruppens mandatperiod är 1.8.2015-31.12.2016.

Målet med det museipolitiska programmet är att öka alla befolkningsgrupper möjligheter att ta del av museisektorn och kulturarvet samt att stärka museisektorns genomslag i samhället. Särskilt ska man fästa uppmärksamhet vid verksamhet som riktas till barn och unga samt vid tjänsternas tillgänglighet.

Arbetsgruppens uppgift är att betrakta den finländska professionella museisektorn som helhet och att skapa en bild av dess framtid och utvecklingsbehov. Arbetsgruppen ska utarbeta förslag till museipolitiska riktlinjer och tyngdpunkter som grundar sig på målen för kulturpolitiken och förändringarna i verksamhetsmiljön. Arbetet ska beakta förändringar i verksamhetsmiljön på lokal, regional, nationell och internationell nivå. Arbetet ska även beakta musei- och kulturarvssektorns indirekta verkningar för bl.a. främjandet av välbefinnandet och kreativiteten samt tillväxten och sysselsättningen. Därtill ska arbetsgruppen beakta riksdagens uttalande (RP 303/2014), enligt vilket en totalreform av museilagen ska beredas så att lagen kan antas under valperioden 2015-2018.

Arbetsgruppen har till uppgift att:

1. Utarbeta riktlinjer och tyngdpunkter för museiverksamheten i Finland.
2. Ta ställning till museiväsendets struktur, statsandelssystemets funktion och grunderna för fördelning av finansiering.
3. Utreda den regionala museiverksamhetens läge samt i synnerhet landskaps- och områdeskonstmuseisystemets utvecklingsbehov.
4. Utreda användningen av museer och kulturarvet som resurs samt för att möjliggöra ny verksamhet inom olika sektorer.
5. Presentera förslag för att förnya verksamhetsmetoderna samt för att sprida god praxis.
6. Utreda museilagens tidsenlighet och behovet av en totalreform av lagen.

Preparation of a Museum Policy Programme launched

The Ministry of Education and Culture has appointed a working group to prepare a new Museum Policy Programme. The previous programme, Museum 2000, dates back to 1999.

The mandate of the working group runs from 1 August 2015 till 31 January 2016.

The objective of the Museum Policy Programme is to increase possibilities for participation in the museum sector and cultural heritage for all population groups and to boost the impact of this sector in society. Particular attention is to be focused on activities targeted at children and young people and the accessibility of services.

The working group was tasked to draw up a comprehensive report on the field of professionally managed museums in Finland and to formulate a view on its future and development needs. The working group is to prepare proposals for museum policy outlines and focal points based on cultural policy objectives and changes in the operating environment, accounting for changes at the local, regional, national and international level alike. Additionally, the working group is to focus attention on the indirect impacts of the museum and cultural heritage sector, for example on promoting wellbeing and creativity as well as growth and employment. The working group is also to take into account the resolution of the Parliament (HE 303/2014) on drafting an overall reform of the Museums Act and ensuring that the new Act may be passed in the government term 2015-2018.

The remit of the working group is:

1. To prepare policy outlines and focal points for museum activities in Finland.
2. To take a position on the structure of the museum institution, effectiveness of the central government transfer system and the grounds for allocating funding.
3. To examine the status of regional museum activities and, in particular, the needs to develop the provincial and regional art museum system.
4. To look at the utilisation of museums and cultural heritage as a resource and their role in enabling new activities in different sectors.
5. To make proposals for new operating methods and the spreading of good practices.
6. To evaluate whether or not the Museums Act is up to date and to assess the need for an overhaul of the Act.
